If its illegal ?. That means its against the law. No matter how many or few break the law. A good reason or dire need are not justifications, just excuses to ignore the Law. Certain enforcement and punishment within the Law is the only way to prevent chaos. I may have a dire need for cash and a good reason to drive without a license.
